Can not activate IRCTC NRI account

I signed up for IRCTC NRI account and paid 100INR to access it. On login I could verify my email but can’t verify my international phone number (Number is right but am not receiving OTP).
I reported it to Irctc at care@irctc.co.in on 22nd October and a ticket was generated (ticket ID: [IRCTC #7022574])but my problem was not resolved. I called on the given number several times and the online operator said that my case has been forwarded to the concern department on priority level and generated 2nd Ticket ( ticket ID: [IRCTC #7124890]) but still no replies. I has been almost a month what kind of “Digital India”, Modi ji is promoting when government organisation can not resolve even pity issues like this. Please try to help me and activate my IRCTC account.
